when is the best time to take creatine pills, before? after
or could i take some before and some after?
how long before i start training?

before and after workouts. But depends on the creatine and how much.

each pill contains 700mg pure creatine monohydrate....?

I would use CEE (Creatine Ethyl Ester) instead of monohydrate, because it causes a lot less water retention. |

5 grams 30 min before, 5 grams after. |

if u got the straight mono, make sure u take it with a lot of carbs or sugar otherwise it won't be delivered to your muscles |
